Tinsley Mortimer is officially engaged to her on-again, off-again boyfriend, Scott Kluth, TooFab can confirm.
The 40-year-old CEO of Coupon Cabin proposed to the 44-year-old "Real Housewives of New York" star on Sunday in Chicago, where he lives. Surrounded by Christmas carolers on the steps of the Chicago Water Tower, Scott got down on one knee and asked Tins if she'd be his Mrs.
The picture-perfect moment was captured by an onlooker and posted by E! The reality star appeared shocked by the proposal as she covered her face before bending down to kiss her new fiancé.

View StoryNot all fans of Tinsley are fans of Scott, though. After he met Mortimer in Season 9 through mutual friend and "RHONY" alum Carole Radziwill, the couple has broken up countless times. Tinsley's co-stars would constantly ask why she was with a man who wasn't willing to give her what she wanted: marriage and kids. She often broke down on camera.
As recently as two weeks ago, Tinsley was booed by the BravoCon "Watch What Happens Live" audience after she confirmed to Andy Cohen that she and Scott had gotten back together.
She promptly stood up, ran to the front of the stage and shouted, "What?! Why?! Boo?! Are they booing?!"
"Stop, stop," Cohen told the crowd. "We want happiness for Tinsley and everybody."

"We're... Andy, don't pressure me," she told Cohen just last year. "Look, we're broken up right now, but I'll tell you this: We break up all the time, just the media doesn't get a hold of it like they did this time."
Rumor's had it for some time that if Mortimer got engaged, she'd be moving to Chicago and leaving "RHONY."
"You never know with Tinsley. She's back to dating Scott, and I hope and pray it works out this time around," her co-star, Luann de Lesseps, told TooFab during a recent interview. "And you know, the door is always open if she needs to come back."
